Design Build Project project that upgrades and reconstructs two existing gravel roads, Expeditionary and Encampment Road, under the Hurricane Michael Recovery Program


Both roads required to meet the new requirements for the road as an alternate path to construction sites to facilitate base $3,000,000,000 ($3 Billion) in reconstruction


  • Expansion of current road surface
  • Roundabout for "rejected" vehicles
  • Inspection area
  • Concrete work for guard shack and other security items
  • Permanent pavement markings
  • Replacement of existing roadway culverts
  • Removal of all existing roadway as required for project success and restoration of any damaged property over the course of the project 


This project required close coordination with other contractors completing other projects within the same construction limits

Design-Build project to construct a new MRAP covered parking area in the Silver Flag area on Tyndall Air Force Base


New steel covered parking structures for the MRAP vehicles were constructed on existing crushed rock surface similar in construction and exterior color as nearby buildings


Base water line and base communications lines were under this parking lot


Located and changed foundation design to ensure footers were not on top of these mission critical utilities


 Even with weeks of torrential rain, project was completed 2 weeks ahead of schedule!

Repair of Various Sewage Lift Stations

Project required repair of four (4) lift stations at various locations at CCAFS


One (1) lift station: 

  • Repaired by replacement
  • Installed new pumps, pipes, plug valves, and checked valves
  • Installed new wet well
  • Provided new electrical control cabinet, main power disconnect and SCADA system
  • Provided washdown water
  • Conducted system tests and start-up
  • Demolished existing lift station once new lift station was operational


Three (3) lift stations:

  • New pipes were installed, plugged and checked valves
  • Brought all assemblies above ground
  • Re-lined wet wells as required

Design-Build HVAC and Interior Renovation, Bldg. 550

Columbus Air Force Base, MS

Design build renovation project for a 60 room (1+1) dormitory with 30 shared kitchens/baths served by a central energy plant


  • Designed new system / replaced existing dedicated outside air system with central exhaust, local kitchen exhaust, chilled/hot water fan coil units in dorm rooms and unit heaters in mechanical/ electrical rooms
  • Replaced with similar new equipment 4-pipe HVAC system and outdoor air systems throughout Building 550
  • New room fan coil units capable of dehumidification to provide better indoor air quality. 
  • Bottom mount FCU return air grilles, same as existing fan coil units. Includes air handlers, fan coil units, chilled and hot water piping with service valves, condensate piping, pumps, exhaust fans, and domestic water piping. The dorm HVAC unit’s fan runs continuously
  • Installed new exhaust fans and ductwork, properly sized
  • Installed new Direct Digital Controls throughout the renovated systems
  • Provided BACnet/IP interface to interface into existing Johnson Controls NCE device
  • Demolished all interior finishes, along with the mechanical systems
  • Properly remediated mold that was found and asbestos in its entirety
  • Upgraded electrical as needed to remain in code
  • Updated vent and gas connections for appliances
  • Replaced the interior dorm room finishes, including new 2’x 2’ lay-in ceilings, flooring, base trim, paint, countertops, shower tile, mirrors, kitchen appliances as directed, fixtures, and receptacle/ switch plates
  • Replaced interior lighting with new LED fixtures
  • Replaced existing exterior soffit lights with new LED fixtures and exterior exit lights to provide an obvious exit path for the second floor residents

PRIMECONTRACT NUMBER: FA8051-15-D-0004; PROJECT: Air Force Contract Augmentation Program (AFCAPIV) These three (3) subcontracts were awarded through KBR’s AFCAPIV contract for work at

Tyndall Air Force Base due to the devastation caused by Hurricane Michael. YSI immediately

deployed the necessary equipment and resources from its Eglin AFB office location for this

work that supported the surveying and construction of the tent city, emergency roof repair for17 of the many damaged facilities and the extensive exterior repair of B1601. 

YSI was awarded and completed three (3) emergency projects (MSA’s) for Hurricane Michael recovery 

1.  PSC-AFCAPIV-TYN-HSO044; Purchase and Install TPO 45 MIL (Intermediate Roofing) Services

Hurricane Michael Relief – Tyndall AFB, Florida

Award Date: 10/20/2018 Completion Date: 12/20/2018 (100% COMPLETE)

Description: Emergency Structural Roof Repair to ensure surface was safe for crews to install TPO 45 MIL (Intermediate Roofing) Services. Emergency Roof Structural Repair 18-month IDIQ for 17 damaged buildings at Tyndall. Justice and Son was our best contractor who covered 10 of the 17 roofs. 

2. PSC-AFCAPIV-TYN-HSO031 Survey of Camp Bear – tent city on Tyndall AFB

Size: $14,625 (100% COMPLETE)

Award Date: 11/09/2018 Completion Date: 11/12/2018

Description: For potential camp area on Sabre Drive between Boy Scout Road and Prime Beef Road.  Survey 8 acres for Benchmark, corner pins, and topo map for location shown on the attached drawings. Mapping will require longitude and latitude and any city/county mapping numbers available for building permitting purposes. Electronic and hard copies will be required for layout mapping, topographical mapping and all other tasks.

3. PSC-AFCAPIV-TYN-HSO090; Exterior Repair of Bldg. 1601 Physical Fitness Center: 

Size: $865,784 – (100% COMPLETE)

Description: Repair of roof, solar system and panels, lighting, gutters and downspouts, electrical survey of entire building for condition assessment for KBR to finalize scopes of work for construction repairs based on the initial infrastructure assessments and secondary surveys performed by YSI. Extensive repair of B1601 including various roofing, metal work, solar system, electrical assessment and mechanical assessment for

entire facility, interior repairs as needed, window and door repairs, reinstall lightning protection, repair masonry and other miscellaneous tasks to get this facility repaired to pre storm conditions.

Concrete Pads 920th ARMAG

The 920th Rescue Wing is an Air Force Reserve Command combat search-and-rescue unit

Their mission is to search for, locate and recover U.S. Armed Forces personnel during military operations

The 920th Airmen work closely with the 45th Space Wing, NASA and civilian space agencies, providing safety and security of the Eastern Range during all launches


The ARMAG’s are used to safely store weapons and explosives from rescue aircraft 

Construction had to be done next to an active taxiway and could not impact ongoing missions


  •  Provided all labor, equipment and materials to construct 3 single magazines 
  • Construction included surveying and placing the concrete pads and placing containers on pad(s) with secure anchor/tie-downs 
  • Demolition and clearing of site to prepare surface
  • Moved underground utilities to new locations
  • Included all electric service runs and connections to ARMAG containers
  • Provided area lighting to meet environmental (turtle) low light standards
  • Provided grounding and bonding for each ARMAG and fence as required by current code to include all testing and test reports
  • Assembled and connected lightning protection on each ARMAG container to ground rods
  • Constructed access road for heavy equipment
  • Reinstalled security fencing, grade surface
  • Installed site drainage
  • Installed gates in existing fence

Add Fire Suppression Building 932

Design-build project for complete design and installation of fire suppression system in a occupied mission essential and mission assurance category (MAC) III facility


  • Checked existing VESDA/existing fire detection system to ensure it meets requirements
  • Provided new cards, relays, wiring, devices, programming as needed to interface with the new systems/ equipment added 
  • Electronic equipment area - approximately 3700 square feet and has a raised floor which required wet pipe sprinkler system and clean agent system
  • The rest of the building (approximately 3955 square feet) is office/ administrative area and required wet pipe system only
