Hurricane Michael Emergency Intermediate Roof Repairs 18 Buildings

PRIME CONTRACT NUMBER: FA8051-15-D-0004; PROJECT: Air Force Contract Augmentation Program (AFCAPIV) These three (3) subcontracts were awarded through KBR’s AFCAPIV contract for work at

Tyndall Air Force Base due to the devastation caused by Hurricane Michael. 


YSI immediately deployed the necessary equipment and resources from its Eglin AFB office location for this

work that supported the surveying and construction of the tent city, emergency roof repair for 17 of the many damaged facilities and the extensive exterior repair of the building. 


YSI was awarded and completed three (3) emergency projects (MSA’s) for Hurricane Michael recovery 


1.  PSC-AFCAPIV-TYN-HSO044; Purchase and Install TPO 45 MIL (Intermediate Roofing) Services

Hurricane Michael Relief – Tyndall AFB, Florida

Size: $2,250,000

Award Date: 10/20/2018 Completion Date: 12/20/2018 (100% COMPLETE)

Description: Emergency Structural Roof Repair to ensure surface was safe for crews to install TPO 45 MIL (Intermediate Roofing) Services. Emergency Roof Structural Repair 18-month IDIQ for 17 damaged buildings at Tyndall. Justice and Son was our best contractor who covered 10 of the 17 roofs. 


2. PSC-AFCAPIV-TYN-HSO031 Survey of Camp Bear – tent city on Tyndall AFB

Size: $14,625 (100% COMPLETE)

Award Date: 11/09/2018 Completion Date: 11/12/2018

Description: For potential camp area on Sabre Drive between Boy Scout Road and Prime Beef Road.  Survey 8 acres for Benchmark, corner pins, and topo map for location shown on the attached drawings. Mapping required longitude and latitude and any city/county mapping numbers available for building permitting purposes. 


3. PSC-AFCAPIV-TYN-HSO090; Exterior Repair of Physical Fitness Center: 

Size: $865,784 – (100% COMPLETE)

Description: Repair of roof, solar system and panels, lighting, gutters and downspouts, electrical survey of entire building for condition assessment for KBR to finalize scopes of work for construction repairs based on the initial infrastructure assessments and secondary surveys performed by YSI. Extensive repair of building including various roofing, metal work, solar system, electrical assessment and mechanical assessment for

entire facility, interior repairs as needed, window and door repairs, reinstalled lightning protection, repair masonry and other miscellaneous tasks to get this facility repaired to pre-storm conditions. 

Repair Roof 3228 Section 6

Tinker Air Force Base, OK

FA8137-20-C-0027 

  

Replacement of the roof Section 6 on B3228 and the addition of a metal access ladder to the new roof at Tinker Air Force Base, Oklahoma. This building is very close to the runway and remained occupied during the re-roofing 


  • Removed existing EPDM Roof System down to the metal deck
  • Removed existing metal flashings, gravel stop, gutters and down spouts
  • Furnished/installed new full adhered EPDM roof membrane system applied over mechanically fastened insulation and recover board substrate
  • Installed to resist wind loads of 115 mph and a Facility Risk Category of II, in accordance with ASCE 7 and UFC 3-301-01
  • Roof system includes EDPM Sheets, Rigid Insulation, Tapered Crickets/ Insulation, Cover Board, Walkpads, Flashings and other associated materials/work for a full system
  • Structural design and construction, to include fabricating and installing new metal stairway to connect existing metal walkway to this roof
  • Installed and certified the Lightning Protection Systems (LPS) as UFC 3-575-01 compliant
  • Reinstalled all flashings, gutters and downspouts

  • Removed existing modified roof system down to structural concrete deck (Approx 28,080 SF) 
  • Removed all existing flashings, fascia trim and gravel stop (Approx 1,800LF) 
  • Removed existing damaged wood blocking and nailers (Approx 200LF)
  • Provided /installed new complete SBS modified roofing system to include new cover board, insulation, misc. metal flashings, cants, vent covers, penetrations, and wood nailers as required and according to UFC3-110-03, on the east and west sections of the roof, including the penthouse roofs
  • Modified bitumen roofing system equal to Johns Manville 3CID roofing specification (Section 07521-A)
  • Supplied new wall flashings, metal trim and edge metal flashings to match existing (±1,800LF) 
  • Replaced damaged metal expansion joint covers
  • Repaired cover on piping on east end of building
  • New Polyisocyanurate Board Insulation and tapered insulation
  • Replaced tapered insulation on penthouse roofs and penthouse crickets
  • Main roof insulation - two (2) layers for a total minimum thickness of 3”
  • Provided and installed wood famed entry cover over southeast mechanical room penthouse door to match existing
  • Painted to match building color
